Summary: The 20 - Point Economic Programme announced by the Prime Minister,
Indira Gandhi envisaged a roof over every head. About 2.5 million people
out of an estimated population of 6.5 million (1976) in the city of Bombay
lived in slums. Through interviews with the cross section of society, this
film attempts to elicit views about the effectiveness of the Urban Land
Ceiling Act which aimed at benefiting the people without a roof over their
head.
